NewsFlash! USCIS now Allows EB I-485 Filings through Aug 17, 2007

The U.S. Department of State (DOS) issued the August 2007 Visa Bulletin late this afternoon (July 17, 2007), showing “unavailability” in all the employment-based (EB) categories. The DOS also confirmed that it is withdrawing the July 2, 2007 revised Visa Bulletin, so that the original July 2007 Visa Bulletin remains in effect, showing availability for all EB applicants to file the I-485s in July, except for the narrow category of “other workers.” The original July Visa Bulletin of June 12, 2007, however, would have given only until July 31, 2007 to file I-485 cases with the USCIS.

Shortly after the DOS issuance of the August Visa Bulletin, the USCIS released an announcement that a revised procedure would accept I-485 Adjustment of Status applications received not later than Friday, August 17, 2007. The USCIS announcement also stated that EB I-485 applications already properly filed at the USCIS would be accepted and that the current filing fees for all eligible July 2007 EB cases would remain in effect through August 17, 2007.

Tip: Jobs in the USA: consider IT

Continued economic growth and IT expansion, the impending retirement of baby boomers and an insufficient supply of skilled workers have caused a worldwide technology talent shortage that is expected to intensify over the next decade.

In an economy that continues to add jobs, companies of all sizes are having difficulty recruiting and retaining highly skilled IT candidates. Seventeen percent of the more than 1,400 CIOs interviewed for the Robert Half Technology IT Hiring Index and Skills Report said they plan to add full-time IT staff in the third quarter of 2007, while only 2% said they anticipate personnel reductions. The net 15% hiring increase is the biggest since the fourth quarter of 2001.

On top of that, some 64 million baby boomers, or more than 40% of the U.S. workforce, are quickly approaching retirement age. Meanwhile, fewer college students are choosing to major in computer science, engineering and mathematics to refill the ranks.

Employers are especially hard-pressed to find and retain workers with skills that can’t be obtained through a quick certification course or a couple of years on the job — such as the ability to think strategically, lead projects, manage teams and mentor less-experienced staff. In response, smart companies are turning to consultants and project professionals.

USCIS:Temporary Suspension of Premium Processing Service for I-140

Effective July 2, 2007, USCIS is announcing the temporary suspension of Premium Processing Service for Form I-140, Immigrant Petition for Alien Worker, in accordance with 8 CFR 103.2(f)(2). USCIS anticipates a substantial increase in the number of petitioning employers that will file Form I-140 petitions requesting Premium Processing Service as of July 2, 2007. This is due to pent up demand for preference visa categories for which visas will become available according to the Department of State July 2007 Visa Bulletin. The volume of Form I-140 petitions filed that request Premium Process Service is expected to exceed USCIS’ capacity to provide the Premium Process Service according to the Premium Process Service program guidelines.
Premium Processing Service guarantees that within 15 calendar days of receipt of a petition, USCIS will issue either an approval notice, a notice of intent to deny, a request for evidence or open an investigation for fraud or misrepresentation.
This suspension will last for 30 days beginning on July 2, 2007 and ending on August 1, 2007. During this timeframe, USCIS will determine whether it is able to process these cases within 15 calendar days of receipt. If so, Premium Processing Service will once again be made available for Form I-140 petitions.

With the globalisation and liberalisation of the world economies, the family is becoming an endangered institution. There is currently a rush for the shilling. The cost of living has arguably gone up, hence the need to bolster sources of income to sustain family needs. Currently, South Sudan, Uganda, Ethiopia and southern Africa have served as enticing destinations for hundreds of Kenyan professionals and middle level personnel.

The Young Professionals Program (YPP) is a starting point for an exciting career in the World Bank. The Program is designed for highly qualified and motivated young people who demonstrate a commitment to development, supported by academic success, professional achievement, and potential for leadership.

The following are minimum requirements to be eligible for the YPP:

  • Be 32 years of age or younger when entering the YP Program in September 2008 (born on or after September 30, 1975)
  • Have at least a masters degree (or equivalent)
  • Specialize in a field relevant to World Bank operations such as: economics, finance, education, public health, social sciences, engineering, urban planning, and natural resource management
